Salience Bias

What it is

Whatever captures attention — the vivid case, the person in the light, the number in bold — is judged more causal, more common and more important than what does not, so control of what stands out is control of what the audience weighs.

How it works

Taylor and Fiske showed in 1975 that observers who watched a two-person conversation attributed more causal influence to whichever speaker they happened to face, and in 1978 they generalised the result: whatever captures attention — the brightly lit person, the moving object, the lone member of a category — is judged more causal, more representative and more important than the rest. The bias is a by-product of an attention system built to prioritise, not to weigh. Bordalo, Gennaioli and Shleifer formalised the economic version in 2012: attributes that stand out against the local context are overweighted in choice, which is why a large discount on a small item moves more than a small discount on a large one. Chetty, Looney and Kroft found in 2009 that posting tax-inclusive prices on shelves cut demand even though the tax was unchanged, and Finkelstein found that electronic toll collection, by making the toll less salient, allowed toll rates to rise. The persuasion lever is control of the frame: one photograph, one victim, one fee shown in bold or buried in grey. Whoever decides what is vivid decides what the audience will treat as common, causal and worth paying for.

Real-world examples

  • Taylor and Fiske's 1975 seating study: observers facing one speaker rated that speaker as more responsible for the tone of the conversation; observers facing the other said the opposite.
  • A photograph of Alan Kurdi, a Syrian child drowned in 2015, produced a spike in donations to refugee charities far exceeding the response to the war's statistics; Slovic and colleagues documented the surge and its fading within weeks.
  • Cable news across the spectrum makes different real harms salient — migrant caravans and urban crime on one set of channels, police shootings and mass shootings on another — and audiences of each estimate the frequency of their channel's harm far above the base rate.
  • Airlines and ticket sellers show the base fare in large type and add fees at later steps; Chetty and colleagues' tax-inclusive price experiment shows how much demand depends on which number is salient.
  • Charity and political fundraising use a single named beneficiary or a single outrage because a vivid instance moves more people than a statistic covering thousands.

Ethical guidelines

Where the line is

Drawing attention to a real, representative risk or cost so that people act on it is honest emphasis; making an unrepresentative case vivid so the audience misjudges how common it is, or making a real cost non-salient so it is not weighed, exploits the bias.

  • Make salient what is representative: if the vivid case you show is an outlier, say so and give the rate.
  • Display the total cost with the same prominence as the headline number; a fee made non-salient is a fee concealed.
  • Using vividness to get attention for a real and common harm is legitimate; using it to make a rare harm feel common, or a common one feel rare, is not.

How to defend against it

  • When something vivid moves you, ask for the base rate before acting: how many cases, out of how many, over what period?
  • Ask what is outside the frame — who is not photographed, which costs are in grey type, which harms are not being shown — because the frame was chosen.
  • For any purchase, write down the all-in number yourself before comparing; salience is manipulated at the level of which number you see first.
  • Re-read the story a week later, or read three outlets on the same event; salience decays and the comparison exposes which details were engineered to stand out.
  • For policy views, keep a list of the harms you rarely see covered and check their statistics against the ones you see daily.
