Manufactured Controversy

What it is

Creating the public appearance of a scientific or factual dispute where the relevant expert community has largely settled the question, in order to delay action or preserve a position.

How it works

Public decisions defer to experts when experts agree and wait when they disagree. A manufactured controversy exploits that rule: if you cannot win the scientific argument, you can create the impression that the argument is still open, and the default of inaction follows. Ceccarelli (2011) analyzed the rhetorical moves shared by campaigns against the consensus on AIDS, climate, and evolution — the appeal to fairness and open debate, the framing of mainstream science as an orthodoxy suppressing dissent, the recruitment of a few credentialed dissenters, and the demand that the controversy be taught or aired. The lever is a set of values audiences hold sincerely: fairness, free inquiry, distrust of authority. Each is turned against the evidence. The tactic differs from ordinary scientific dispute in its audience: the dispute is staged for the public and policymakers rather than in the journals, and it runs through public relations, front groups, and think tanks. It succeeds when press coverage adopts the frame of an ongoing debate (see false-balance), which is why campaigns invest in producing the visible artifacts of a debate — petitions, conferences, reports — rather than new evidence.

Real-world examples

  • A 1969 Brown & Williamson memo stated that doubt is our product, since it is the best means of competing with the body of fact that exists in the mind of the general public; the Tobacco Industry Research Committee had been founded in 1954 to sustain the appearance of an open question about smoking and cancer.
  • The 1998 Global Climate Science Communications Plan, drafted by a working group including American Petroleum Institute staff, set the goal of making average citizens and the media recognize uncertainties in climate science, a document later published by the New York Times.
  • The teach the controversy campaign for intelligent design in the 2000s, examined in the 2005 Kitzmiller v. Dover trial, sought classroom time on the basis that a scientific dispute existed; the court found none did.
  • The move is available to any interest: campaigns against genetically modified crops and against fluoridation have likewise framed lopsided expert opinion as a suppressed debate, and some left-of-center advocacy groups have funded that framing.

Ethical guidelines

  • Disagreeing with a consensus is legitimate and sometimes right; simulating a dispute you know does not exist in order to stall is deception.
  • Funding sources and coordination behind a supposedly independent dissent should be disclosed; hidden sponsorship is part of the manufacture.
  • Appeals to fairness and open debate are being misused when they substitute for evidence rather than accompany it.

How to defend against it

  • Ask what the dissenters have published in peer-reviewed venues on the specific question and how the field has responded; a controversy conducted only in op-eds and press releases is being staged.
  • Follow the money: check funding of institutes and spokespeople through their own disclosures, tax filings, or investigative reporting before weighting their claims.
  • Distinguish the three questions — is it happening, what causes it, what should we do — and notice when a claimed controversy about the first two is really an objection to the third.
  • Consider who benefits from delay; if inaction is itself the policy outcome one side wants, the appearance of doubt serves them regardless of its merits.
  • Use prebunking: learning the standard playbook (fake experts, cherry-picking, impossible expectations, logical fallacies, conspiracy theories — the FLICC taxonomy) makes each new instance easier to spot.
